In this article it is argued that the university reforms undertaken by the Labour and National Governments between 1984 and 1999 in New Zealand did not consider international students in policy formation, despite policies during this period ostensibly shifting export education in New Zealand from aid to trade and the increasing number of international students in New Zealand.
